FMCSA proposal would put English-deficient drivers out of service, risking delivery delays
Independent specialty retailers that depend on common-carrier trucking for inbound goods could see less predictable receiving if more drivers are stopped under a uniform proficiency out-of-service standard. Inventory availability, replenishment timing, and near-term cash planning can slip when freight cannot continue, even while the item remains only a proposal. Staffing workload at the back door may rise when owners must reshuffle labor, open-to-buy, or backup carriers around delayed loads.
